Seminole County has banned the retail sale of cats and dogs at pet stores.

The ordinance passed during the Board of County Commissioners meeting Tuesday afternoon also restricts pet sales at flea markets, roadsides and parking lots.

The move is aimed at curbing inhumane breeding and facilities considered "puppy mills." It was brought to county commissioners a year ago by Animal Rights Foundation of Florida members.

"The reason why we are opposed to dogs and cats being sold is because of the overbreeding at these puppy mills, these large-scale breeding facilities where these animals are bred strictly for profit," said Bryan Wilson, one of two people who proposed the ordinance.

Local dog and cat breeders will be allowed to continue selling dogs and cats directly to the public, and the ordinance allows pet supply stores to provide space for animals from animal shelters/rescue groups for adoption.
