Mayor Joe Kilsheimer lost to Orange County Commissioner Bryan Nelson, 62 percent to 38 percent. Nelson said he wants to unseat Kilsheimer to rein in the financial spending, which he says has depleted the city's reserves.
However, Kilsheimer said they have used reserves to build critical infrastructure, like new fire stations, and the reserves are helping keep the city moving forward.
Two city commission seats will go to run-off elections in April.
In Winter Park, incumbent Mayor Steve Leary won re-election against U.S. Navy veteran and former Haines City official Jim Fitch, 72 percent to 28 percent.
Fitch is a relative newcomer to Winter Park when he moved to the city in 2016.
Leary, who has been mayor for the past three years, has been a Winter Park resident since 2004.
Jim Partin beat Andrew Thompson in the Belle Isle District 6 City Council race.
Voters in Belle Isle also approved 13 charter amendment questions on the ballot regarding city council procedures and mayoral duties.
And in Ocoee, incumbent Rosemary Wilsen won re-election for the District 2 city commission seat, while George Oliver beat incumbent Joel Keller for the district 4 commission seat.
