The entire Volusia County Administrator Center in downtown Daytona Beach will be shut down until further notice after dozens of homeless people set up camp outside.

Piles of blankets and rows of people are now lined outside the Volusia County Administration Center on Beach Street, where homeless people have been gathering recently.

Scott Hannaford woke up outside in the freezing cold Sunday morning.

"This is the only place where there's roof at night where you can get some protection,” he said.

For them he said it’s protection from the elements of the environment, but for county employees it’s their workplace. Just two days ago the property appraiser said one of his employees was frightened by a homeless person, so he shut down that branch of his office.

Now a council member tells us the entire building will shut its doors, and employees and services will be moved to other areas in the county for safety.

Homeless people said they've been locked out of places like Manatee Island and other city parks and areas, but they said they'll stay at the county administrator's building until they have somewhere else to go.

“I've tried different spots in the past months and police tell you're trespassing,” said Hannaford.

Homeless care donors say as many as 150 people slept outside the building.

Ann Mansbridge said it was a sad sight to see. She donated pillows and items she found inside her home. Others donated hot soup and drinks.

“I've seen one here and there you know but nothing like this,” said Mansbridge.

But it's a reality Hannaford faces everyday with hopes they'll see some change soon.

“They have empty buildings, they have places, but they don't do [it],” said Hannaford.

Councilman Jason Davis said this issue isn't on the next council meeting's agenda but will certainly be discussed.

Right now the building will be closed until further notice.
