ST. PAUL, Minn. — A Central Florida man has been charged with human smuggling after authorities found four people’s bodies, including a baby and a teen, near the United States-Canada border.

A federal criminal complaint has been filed against Steve Shand, 47, of Deltona.

On Wednesday, U.S. Border Patrol stopped Shand while he was driving a van with two undocumented Indian nationals as passengers, according to court documents. Law enforcement discovered cases of drinks and snacks in the van.

Around the same time, the documents state law enforcement found five other Indian nationals in the snow nearby. One of them was carrying a backpack with baby supplies he said belonged to a family separated from the group.

Authorities eventually found the bodies of a man, a woman, a baby and a teen in Canada near the U.S. border.

Authorities believe Shand is part of a larger human smuggling operation and that he has been involved in other border crossings.

Shand made his first appearance in U.S. District Court in St. Paul, Minnesota on Thursday. He remains in custody and is due back in court on Monday.
