Bushnell Charter Amendment 1

Simplification of City Boundary

Currently Bushnell's Charter defines the City boundaries as a references an appendix in the possession of the City Clerk. This amendment changes the reference to the current boundary plus any future annexations as provided by general law.

Question - Shall the above-described amendment be adopted?

Bushnell Charter Amendment 2

New Procedure Related to Council Vacancies and Defining Quorum

Currently Bushnell's Charter declares a vacancy for Council seat by four consecutive absences from regular meetings, permits a simple Council majority to fill vacancies, and does not define majority vote. This amendment declares vacancies for Council seat with four absences from any Council meeting, permits a simple council majority to fill vacancies, and defines majority vote for different votes.

Question - Shall the above-described amendment be adopted?

Bushnell Charter Amendment 3

Redefinition of City Clerk's Duties

Currently Bushnell's Charter provides only a general description of the City Clerks duties without reference to duties now imposed by state law. This amendment updates the duties of the City Clerk and provides more detail as to those duties consistent with current state law.

Bushnell Charter Amendment 4

City Manager And City Attorney Duties

Currently Bushnell's Charter provides little detail and definition in defining the filling of City Manager, City Attorney, and department head positions, and contains an outdated description of the City Attorney's office. This amendment clarifies that all these positions are filled by Council majority and simplifies the definition of the structure of the City Attorney office.

Bushnell Charter Amendment 5

City Employee Termination Appeals

Currently Bushnell's Charter contains a provision for employee termination appeals. This Amendment clarifies certain terms without changing the substance of the Charter provision.

Bushnell Charter Amendment 6

Include Dr. Martin Luther King Park to Protected Property List

Currently Bushnell's Charter requires voter approval to sell, lease, trade or give away the City's Electric, Water, or Wastewater Systems, Community Center, City Hall, Kenny Dixon Complex, Cemetery or Library. This Amendment would correct three scrivener's errors and add Dr. Martin Luther King, Jr. Park to the list of properties that requires voter approval prior to sale, lease, trade or give away.

Question - Shall the above-described amendment be adopted?

Repealing Conflicting Prior Laws

Currently Bushnell's Charter provides a transition schedule of prior Charters and a provision repealing past inconsistent provisions and ordinances. This Amendment deletes the transition schedule and restates the provision repealing past inconsistent provisions and ordinances.
