Flagler County deputies say Philip Haire Jr., the man accused of shooting at a deputy, turned himself in Tuesday night in Putnam County.

Investigators say 19-year-old Philip Joseph Haire Jr. shot at the deputy, crashed his car and then carjacked someone else before taking off along London Drive in Palm Coast.

"I will walk into the police department with you. Please turn yourself in. We don't want no incident. We will go into the police department with you," Haire's mother, Jeneen said.  

The search continued throughout Flagler County on Monday, but neighboring Putnam and St. Johns County have joined in the search and a statewide alert has been sent as authorities continue to search for Haire.

Deputies said Haire's home has a history of calls to law enforcement since 2013, including calls about harassment, narcotics and other investigations.

"It's unusual that in roughly three years you go to the same house 45 times," said Sheriff Rick Staly.

Staly said not all of the calls were in relation to Haire himself but they're checking into it.

Haire has a troubled past and Flagler deputies believe when he was kicked out of his fed-up family's home on Sunday, he was angry and wanted to shoot.

"He is a dangerous fugitive, we are handling him as that. He is armed and dangerous," said Sheriff Staly.

The sheriff said Haire drove by his family's home twice Monday on London Drive, fired maybe 12-14 rounds on a sergeant and his family, and took off.

The sheriff said Haire had been waiting around the corner before he allegedly decided to do do the shooting.

"He gunned down the road as fast as he could and started blazing away before he got to the house," Staly said, "Blazed as he went by the house, made a fast u-turn, hitting a telephone pole."

"All I know is Phil, the gun was pointing and he was shooting," said Jeneen Haire.

Staly said the sergeant did not fire his weapon because he was protecting the children in the area and Haire's mother from being shot.

Staly said Haire's father did shoot back.

"I saw my son's eyes staring dead at me. Our eyes were locked on each other, that I know, and he still opened fire," Jeneen said.

Deputies said he also carjacked a good Samaritan at gunpoint who stopped to help him while he was sitting on the side of the road.

"He was angry and he was willing to shoot and preferably kill anyone that was in his way," said Staly.

The 19-year-old himself was shot in the neighborhood a couple years ago and took a while to recover, which his mom believes is part of his issue.

The sheriff said Haire has an extensive criminal history of assault with a deadly weapon, battery, and faced other charges in the past. He was only convicted of possession of marijuana.

His mom said he spoke to his sister and told her that he knows law enforcement is going to kill him. She is hoping he turns himself in before law enforcement catches him.

"Just turn yourself in because I don't want Flagler Police Department to shoot you," said Haire.

There are multiple warrants for his arrest, some with no bond and some with $200,000 bonds, but the sheriff said once he's caught he's not going anywhere.

The reward for him is $1,000.

Several agencies from state and local law enforcement and the US marshals are assisting the search. They've also arrested one of Haire's associates and another is in custody.

Haire may be driving a 2013 Ford Fiesta with tag number: E-E-Y-R-8-2, officails said, adding that it is believed the car is dark blue, but looks gray.
