Almost three decades after a Brevard County woman was brutally murdered, her killer is still on the loose.

Now, there's a push to get the case of 31-year-old Kim Howe back out in the public eye and finally bring justice and closure for the family.

"I hope the person that did it is not at peace," said Frank Lewis, who has lived in his Howard Street home in Rockledge for four decades and has lots of memories.

But one day stands out: March 22, 1988.

That's the day his two sons, ages 5 and 6, were walking to school and made a gruesome discovery.

The boys used a dirt path in the woods near their home as a shortcut. At about 7:30 a.m., they found a body and ran back home to tell their parents.

"They saw a body on the pathway," Lewis said. "You just imagine little kids seeing something like that."

The body was Howe's. She had been sexually assaulted and hit in the head with a large rock.

Investigators say Howe was into a life of drugs, but "it doesn't mean you deserve to die because you don't make the right choices," said Lt. Donna Seyferth of the Rockledge Police Department, who joined the force a year after the murder.

Over the years, the investigation has gone cold, despite dozens of leads and questioning witnesses, especially in the past decade.

"People move, people die. Yes, it's extremely difficult," Seyferth said.

But Rockledge Police are adamant they still want to find Howe's killer, no matter how long it takes.

For Lewis, he wants whoever is responsible to finally be held accountable.

"I hope they remember her face for the rest of their life," he said.
