Deputies arrested a DeLand woman on Thursday after she went on the run following a welfare check on a child that revealed her house was in deplorable conditions, according to a police report.

On Oct. 5, VCSO deputies responded to Kanger’s house after the father of her child, Jason Burd, requested a welfare check on the child.

Victoria R. Kanger, 35, was charged with child neglect after deputies say they found her house covered in feces, urine, cockroaches and fleas.

Deputy Royce James also reportedly found three deceased dogs inside of Kanger’s freezer. There were also dirty plates, trash and little food stocked.

DCF investigators removed the child from Kanger’s residence after Deputy James contacted them.

Authorities did not initially press charges against Kanger, though a warrant for Kanger’s arrest was issued on Dec. 8 for child neglect.

Kanger later allegedly fled to avoid charges. She was eventually found Thursday and was arrested for being a fugitive from justice, according to the police report.
