Flagler County Sheriff's Office deputies are on the search for a man who they say is exposing himself to women in Palm Coast.

Deputies said the man is targeting women who are walking dogs. Tonya Oshaughnessy and her dog, Copper, walk in the area and say they easily could have become a victim.

"I take him out probably three to four times a day," she said.

That is their routine, but now, she is hoping that won't be ruined by a man who deputies say is going around flashing himself.

"It kind of creeps me out that there is somebody out there who is exposing himself to people. I have a 13-year-old daughter that I'm concerned about her encountering something like that," Oshaughnessy said.

The second time it happened was in her neighborhood.

One of the victims who did not want to speak on camera to News 13 said she was walking her dog along a road when the man approached her and exposed himself, but she said she could not get a good description of him or his motorcycle.

Since Wednesday, July 27, deputies say victims have reported a man exposing himself on a motorcycle at least four different times across Palm Coast.

Based on the four descriptions from victims, deputies are looking for a younger black man, possibly 20 years old, between 5 foot, 1 inch to 5 foot, 9 inches, wearing worn blue jeans and a dark shirt, a gray hoodie and either a full-faced helmet or orange-framed sunglasses. In one incident, the man did not wear a shirt, and it was described that he had "well-defined abdominal muscles."

The only description of the motorcycle was that it was black, possibly a dirt bike.

"In each case, he's disappeared before we could find him. We really need the community to help us with a description of the man and a description of the bike and any distinguishing features," said Laura Williams, a public information officer for the Sheriff's Office.

The Sheriff's Office released these tips to avoid becoming a victim:

  • Practice good situational awareness: Be aware of who is around you, both walking and anyone parked nearby. Ninety percent of self-defense is awareness; 10 percent is physical.
  • Scream or yell in a loud voice if someone approaches you in a threatening manner. Screaming “Back off” or “Get back” to alert bystanders is the number one thing you can do to get help and maybe even save your life.
  • Listen to your instincts: If something or someone seems suspicious, turn around, go another way.
  • If possible, walk before dark. Walk in well-lit areas. Take another person with you if possible.
  • Provide a good description: Be able to describe a suspect’s clothes, appearance, height, weight, hair and eye color, race, sex and vehicle.
  • Unless the situation dictates otherwise, do not confront or take matters into your own hands. Be a good witness and call law enforcement immediately
