A plan for a new Walmart Neighborhood Market and shopping center in Volusia County will go forward despite overwhelming opposition by residents nearby.

Wednesday residents packed a meeting in the DeBary city council, many in red shirts to protest the plan to add the The Shoppes at Pine Meadows in a rural area of the city.

The meeting lasted for hours as neighbors complained. Many said they moved out to the rural area to enjoy the area's natural beauty, and the addition of a strip mall would ruin that.

In the end, however, Council members voted in favor of the project 3 to 2.
