A dispute over a cab fare Monday night in Deltona ended with a Volusia County deputy fatally shooting a 39-year-old passenger, deputies said.

Robert L. Teter, of Sanford, died after he was airlifted to Central Florida Regional Hospital in Sanford with multiple gunshot wounds, said Andrew Gant, a spokesman with the Volusia County Sheriff's Office.

The incident began shortly after 6:30 p.m. when a cab driver took a customer to an address on Maldive Court in Deltona.

Teter initially tried to pay the fare with a credit card, but the card was declined, Gant said. The man then offered to write a check, but the taxi driver said the company only accepted cash or credit cards.

The cab company then asked for a deputy to respond to the scene. At some point, the man went into the house and emerged moments later with a gun.

Deputy Kyle Cowger drew his agency-issued firearm and fired at the man in the doorway of the home. Deputies said Teter was struck four times.

The Florida Department of Law Enforcement will investigate the shooting.

Cowger, 28, has been placed on administrative leave with pay, which is standard procedure in a deputy-involved shooting.
