Winter Park police have arrested a man they say was driving under the influence when he crashed into a construction site on Wednesday, September 3.

Police arrived on the scene at Osceola Avenue and Trisman Terrace, where a construction foreman told them his workers had just been hit by a car that left the scene.

The construction crew was working in a manhole in the road; with cones, a fork lift and a construction vehicle blocking their work area.

Witnesses told police that's when Arnold Dwayne Kleine, 49, approached the construction site, driving over the cones and ignoring the designated lane. One witness told police Kleine then over-corrected before driving back over more cones, and striking a big piece of equipment. 

Kleine struck the forklift, injuring two workers. A third construction worker who was in the manhole was injured when Kleine's tire dipped into the opening, striking the worker on the head. 

Kleine then left the scene of the accident, dragging metal that was creating sparks under his car, but was followed by a witness who obtained his license plate number and notified police. When the car finally stopped, witnesses say Kleine exited his vehicle, and asked them what happened.

Police arrived on the scene and began questioning Kleine, who appeared to be impaired. Following a DUI investigation, Kleine was arrested for driving under the influence and causing serious bodily harm.

Paramedics arrived to treat the injured construction workers; one of whom lost a finger that was recovered at the scene of the crash. All three victims were transported for medical care.
