A 38-year-old man from Orlando was killed Friday morning after he was struck by an Orange County utility truck, according to the Florida Highway Patrol.

Rudolph Whitlock, 48, of Apopka, was traveling westbound on Waterford Creek Boulevard in an Orange County utility truck.

Chad Dixon, a surveyor, was in the area working.

Dixon crouched down in the roadway in front of his stopped vehicle to mark a spot for a survey, a report states.

Whitlock rove around the stopped vehicle and told troopers that he didn't see Dixon.

The front of Whitlock's truck struck Dixon and then ran him over, the report states.

The crash remains under investigation. Charges are pending.
