Jeff Duck, a U.S. Marine Corps veteran, was sitting inside a room at a VA Outpatient Clinic in Volusia County Monday. He was told to wait in the room and that someone would be there shortly.

No one came, though. And when he went out of the room to see what was going on, he realized he was the only person inside the clinic.

Duck said he's not blaming anyone in particular, but he does think what happened to him shows the VA system is broken.

"In the military, you never leave anybody behind," Duck said Monday night. "This kind of leaves the feeling — obviously I was left behind."

Duck, using his cell phone, captured video Monday afternoon when he stopped in for a visit at the Orange City-based VA Outpatient Clinic, located on South Volusia Avenue.

"You could see in the video (that) the lab was open," Duck said. "I don't know what was in there. I didn't look that closely. They have locks to the doors going back to the doctors’ offices, but I could have just crawled over the front counter and walked to the back."

Duck's truck was the only one in the parking lot, but when he tried to leave, an alarm went off. So, he called 911 to let them know what was going on before they arrived on scene.

"I think the police responded in a reasonable amount of time, but I was in there long enough before the police got there that I could have gone through there and done a lot of stuff and probably gotten behind some doors where if the police came up, they would not have known I was there," Duck said.

The VA medical director called Duck Monday night to apologize — promising better care next time. Duck said he's not blaming anyone, but he just wants proper medical care.

"It's disappointing," Duck said. "I can't say I blame anybody, but we see it throughout the whole VA system, and that's the way it works."

The VA issued the following statement Tuesday morning:

We want to apologize to Mr. Duck for his experience yesterday at the Orange City VA Community Based Outpatient Clinic. The Orange City VA’s Chief Medical Officer reached out to Mr. Duck to assist him with his health care needs. We are looking at our closing procedures and will make changes to ensure that this does not happen again.

News 13 will be following up with the U.S. Department of Veterans Affairs Tuesday on this incident.
