You’re right! The World Meteorological Organization provides the names of tropical storms, which rotate through a six-year schedule. The National Hurricane Center then applies those names whenever a tropical storm forms.

The WMO also decides when to retire names of significant storms, like Charley, Frances, Ivan and Jeanne, which were all retired after 2004. They were replaced in 2010 by Colin, Fiona, Igor and Julia.
